The District caps stabilised units at the CPI plus two points, to a ceiling of ten per cent, and lower where the tenant is elderly or disabled. As in New York, whether the unit is stabilised at all is the question that settles the rest.

The consumer price index plus two percentage points, capped at ten per cent, under the Rental Housing Act at D.C. Code section 42-3502.08, and only for rent stabilised units.
Is the cap lower for some tenants?
Yes. An elderly or disabled tenant is capped lower than the standard figure. Confirm which applies before you send a notice.
Does DC rent control reach every building?
No, and where it does not the District does not cap the amount. The lease and the statutory notice rules are the whole answer, as in an uncapped state.
